A recommendation should state what problem is being solved, which information and systems are involved, where the system can run, who reviews consequential outputs, who maintains it and how success will be measured. Sometimes the correct recommendation is to improve an existing cloud product, use deterministic automation, delay the project until data is ready or leave the workflow alone.
